What are some viewpoints of both sides about bioterrorism?

I am doing a bioethics project for AP Biology and I need to describe viewpoints supporting both sides of this issue. Thanks

1. There are no both sides of the issue of bio-terrorism. Bio-terrorism is wrong. All terrorism is wrong. Why a teacher would have you write a paper defending the death of innocent people is beyond me. I would refuse to write such a paper and instead write one that explains why bio-terrorism is always wrong. I'm sure the teacher would love explaining to the principal, superintendent and greater media why they think bio-terrorism is acceptable if they want to harass you for refusing to do so.
